On-Street and Off-Street Car Parking

In this section you will find the following information:

Civil Enforcement Officers will patrol all areas of Malvern Hills District where parking restrictions exist and are covered by a Traffic Regulation Order (TRO). 

Report on-street parking complaint

When reporting an on street parking complaint, please include the following information:

  • Location
  • Car make and model

Officers can deal with the following:

  • Parked on double yellow lines
  • Parked on single yellow lines
  • Non taxi vehicles parked in taxi ranks
  • Parked in loading bays when not loading or unloading
  • Parked on limited waiting bays
  • Certain bus bays
  • Loading in non loading areas

Officers can not deal with:

For cars causing an obstruction then please contact West Mercia Police on 101.

THE MALVERN HILLS  DISTRICT COUNCIL (OFF-STREET PARKING PLACES)

(CIVIL ENFORCEMENT)  (VARIATION NO. 1) ORDER 2024

 

 MALVERN HILLS  DISTRICT COUNCIL ,  in exercise of its powers under Sections 32 ,  35(1) and (3) of the Road Traffic Regulation Act 1984 (hereinafter referred to as “The Act”) and Part IV of Schedule 9 to the Act, and of all other enabling powers, with the consent of Worcestershire County Council in accordance with Section 39(3) of the Act and after consulting the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act, hereby makes the following Order:-

  1. This Order shall come into operation on the 15th day of April 2024 and may be cited as the Malvern Hills District Council (Off-Street Parking Places) ( Civil Enforcement ) (Variation No. 1) Order 2024
  2. The Malvern Hills District Council (Off-Street Parking Places) (Civil Enforcement) Order 2017 ( the Order ) is hereby varied by the following :-
  3. Amend the maximum waiting period from 2 hours to 3 hours at the following car parks during the operating hours of 08:00 -16:00 ; Belle Vue Terrace, Edith Walk, Grange Road North and Grange Road South.
  4. An additional scale of charge of “Up to 3 hours - £3.00” at the following Parking Places during the operating hours of 08:00 -16:00; Belle Vue Terrace, Edith Walk, Grange Road North and Grange Road South.
  5. Amend the period of stay for Vehicles displaying a valid disabled person’s badge and time wheel set at time of arrival to “ no charge for 3 hours “ at the following Parking Places ; Belle Vue Terrace, Edith Walk, Grange Road North and Grange Road South.
  6. Increase the cost of a 24 hour stay from £3.00 to £4.00 at the following Parking Places ; Council House, Victoria Road , Hanley Road, New Street, Priory Road North, Priory Road South, Teme Street.
  7. Increase the cost of a 24 hour stay for coaches in a coach bay from 0.10p to £4.00 at the following Parking Places ; Hanley Road and Priory Road South.
  8. Increase the cost of the evening operating hours tariff (16:00 – 08:00) from £1.50 to £2.00 at all Parking Places.
  9. Increase the scale of charge for Resident Annual Permits from £25.00 to £30.00 per annum.
  10. Increase the cost of a 7 days stay permit from £9.00 to £12.00 at the following Parking Places ; Council House, Victoria Road , Hanley Road, New Street, Priory Road North, Priory Road South, Teme Street.
